Mrs. Billups was born Feb. 22, 1911, to the late Monroe Garth and Julia Lane-Garth. In addition to her parents, she was preceded in death by her husband, Jeffie B. Billups; brothers, Odis Garth and Timothy Garth; and sisters, Lucinda Williams and Hattie Woods.

I wonder what she would say today about the state of our country and community. She was our first interview for the Tibbee Documentary Project.
